Venezuela: Libertad para el joven comunista Alí Jiménez – Solidarity with Venezuelan communists!

Through a statement, the Communist Party of Venezuela (PCV) has strongly denounced the arrest and detention by police authorities at San Juan de los Morros, of Alí Jiménez, member of the National Directorate of the Communist Youth of Venezuela (Juventud Comunista de Venezuela). 
 
PCV demands from the government of Nicolas Maduro the immediate release of the young communist, as long as Jiménez’s guilt has not been proved and points out that behind the detention of JCV’s cadre are reasons related to political retaliation. 
 
Jiménez was arrested on December 21st in the city of San Juan de los Morros, at the state of Guarico, when he was trying to intercede for local residents who were protesting.

El Buró Político del Partido Comunista de Venezuela (PCV), al reiterar la demanda de la inmediata libertad del camarada Alí Jiménez, miembro del Consejo Central de la Juventud Comunista de Venezuela (JCV), denuncia que su detención se ha mantenido sin ninguna demostración de hecho punible, postergando su libertad como una mera acción de retaliación política e intento de “disciplinar” a las masas y al movimiento popular revolucionario, para que no se atreva a demandar derechos ni a movilizarse denunciando las inconsecuencias, entregas y traiciones que se producen desde el propio seno de la dirección nacional del gobierno y del proceso.
Es sintomático que, mientras se encarcela injusta e ilegalmente a un militante comunista y otros ocho vecinas y vecinos de la comunidad donde habita el camarada Alí, el gobierno del Presidente Nicolás Maduro deja en libertad negociada a través de “Pacto de Santo Domingo”, a relevantes personeros de la derecha fascista y proimperialista venezolana.

Communist Parties’ statements on the death of Argentine communist leader Patricio Echegaray

A significant figure of the South American communist movement, General Secretary of the Communist Party of Argentina since 1986, Patricio Echegaray, passed away on August 9th, 2017.
Cde. Echegaray was born in San José de Jáchal on 17 October 1946. Between 1980 and 1985 he served as the 26th General Secretary of the Juvenile Communist Federation, while he had also been a member of the Buenos Aires City Legislature from 2000 to 2003. Patricio’s leadership has been marked by close internationalist relationships with revolutionary processes around the continent, including in Cuba, Bolivia, Venezuela, Colombia, and El Salvador.
According to a statement issued by the Communist Party of Argentina, the late comrade was “a selfless internationalist, that always offered solidarity to every people that needed it, to every revolutionary process that opened on the continent, and he never hesitated for a second to commit himself with militancy”. He was also “actively involved in the revolutionary and integrative processes in Latin America, such as the Sandinista Revolution in Nicaragua and El Salvador, the struggle of the FARC-EP in Colombia, the Bolivarian Revolution in Venezuela, and solidarity with the Cuban Revolution, where he forged a solid friendship and political collaboration with Fidel Castro.”

Estimados camaradas,
De parte del Partido Comunista de Grecia (KKE) reciban nuestro sentido pésame para el fallecimiento del c. Patricio Echegaray, Presidente del PC de la Argentina y ex-Secretario General del CC del Partido.
Camarada Patricio Echegaray ingresó en el movimiento comunista de la Argentina desde joven, afiliándose en la Federación Juvenil Comunista (Fede) como estudiante secundario. A través de su actividad se destacó como líder del movimiento estudiantil universitario y luego como líder del movimiento obrero sindical en la provincia de San Juan. Fue perseguido en la década de 1970 para su actividad política y sindical por las fuerzas del régimen dictatorial y fue encarcelado por dos años a raíz de la Ley Anticomunista.
Camarada Echegaray contribuyó decisivamente en la concentración de fuerzas juveniles y en la lucha de la juventud contra las dictaduras en la Argentina, desde el cargo del Secretario General de la Fede que asumió el 1980.
El 1989 fue designado Secretario General del Comité Central del PC de la Argentina, asumiendo la exigente tarea de dirigir el PC en las condiciones adversas para los Comunistas que había generado el derribo del Socialismo en la URSS y en los países del Este Europeo. Camarada Echegaray permaneció en el cargo del Secretario General del CC hasta el año 2015, cuando asumió la Presidencia del Partido.

El Buró Político del Comité Central del Partido Comunista de Venezuela, envía el acuerdo de duelo por el fallecimiento del camarada Patricio Echegaray.
CAMARADA PATRICIO ECHEGARAY, PRESENTE POR SIEMPRE!
El Buró Político del Comité Central del Partido Comunista de Venezuela (PCV), se une al duelo que embarga al Partido Comunista de la Argentina y en general al movimiento comunista internacional por la irreparable pérdida del camarada PATRICIO ECHEGARAY, quien falleció el día miércoles 09 de Agosto de 2017, en la ciudad de Buenos Aires, y fuera Presidente del Partido Comunista de la Argentina (PCA).
Considerando
Que el camarada PATRICIO ECHEGARAY, ejerció la Secretaría General del Partido Comunista de la Argentina desde 1987, siendo su presidente durante el último año y legislador electo por la Ciudad de Buenos Aires en el año 2000.
Que el camarada PATRICIO ECHEGARAY, muy tempranamente se vinculó a las luchas estudiantiles en la Universidad Nacional de San Juan, y a la clase obrera en la Confederación General del Trabajo en su provincia natal. En 1980 fue electo Secretario General de la Federación Juvenil Comunista y nueve años más tarde asumió como Secretario General del Partido Comunista de la Argentina.
Que el camarada PATRICIO ECHEGARAY, consecuente con el principio y la práctica del internacionalismo proletario, siempre acompañó solidariamente las luchas del pueblo venezolano y del Partido Comunista de Venezuela contra el imperialismo, por la liberación nacional y el socialismo, sin flaquear ante el enemigo de clase y manteniendo la firme convicción de la justeza en la causa proletaria.
Que el camarada PATRICIO ECHEGARAY, se involucró activamente en los procesos revolucionarios en la región, como la revolución Sandinista en Nicaragua, en el Salvador, la revolución Cubana, la lucha de la guerrilla de las FARC-EP en Colombia y el proceso Bolivariano en Venezuela, siendo permanente propulsor de la unidad latinoamericana-caribeña y consecuente con la revolución de Octubre.
Que el camarada PATRICIO ECHEGARAY, siempre cumplió las directrices de su amado Partido Comunista de la Argentina, para dotar al proletariado, al campesinado, a las mujeres y jóvenes de su pueblo, de las herramientas teóricas y los instrumentos orgánicos que le permitiesen acumular fuerzas para alcanzar la Liberación Nacional de su pueblo y construir el Socialismo.
Que el camarada PATRICIO ECHEGARAY, a la edad de casi 70 años fue un destacado militante comunista, que durante toda su vida dedicó esfuerzos a la construcción y defensa del Partido Comunista de la Argentina, en procura de la conquista de una sociedad de justicia social, libertad y felicidad para el pueblo trabajador Argentino: la Sociedad Socialista-Comunista.
ACUERDA
Primero: Hacer llegar a sus familiares y seres más allegados, así como a toda la militancia del Partido Comunista de la Argentina y de la Federación Juvenil Comunista, quienes en vida le amaron entrañablemente, nuestras expresiones de solidaridad y condolencias ante tan lamentable perdida.
Segundo: Rendir merecido homenaje al camarada PATRICIO ECHEGARAY, con el compromiso de proseguir y profundizar la lucha a la que el dedicó todas sus fuerzas y esperanzas, siguiendo consecuentemente su enaltecedor ejemplo, teniendo como referente la gran fortaleza que le acompañó siempre.

El Partido Comunista de Chile expresa su profundo pesar y sus sentidas condolencias al Partido Comunista de la Argentina, a su militancia y al conjunto del pueblo argentino por el fallecimiento del Compañero Patricio Echegaray.
Reconocemos en su persona a un revolucionario ejemplar que dedicó toda su vida a luchar por los intereses más sentidos de su pueblo. Su consecuencia se hizo patente desde que era estudiante secundario y se manifestó en cada uno de los ámbitos donde asumió importantes tareas: trabajando con la juventud y encabezando la Fede; en su calidad de dirigente del movimiento sindical; como parlamentario; y ocupando responsabilidades de primer orden en el Partido Comunista de la Argentina, llegando a ser Secretario General y Presidente de su Partido.
También resaltamos su profundo y activo internacionalismo, su apoyo incondicional a todas las luchas anti-imperialistas, especialmente en Nuestra América. Nuestro pueblo y nuestro Partido conocieron de primera mano esa solidaridad concreta y efectiva durante nuestra lucha contra la dictadura pinochetista recibida del Partido Comunista de la Argentina y de la Fede, cuando el Compañero Echegaray encabezaba esa organización. Era cuando más necesitábamos esa solidaridad y cuando era más riesgoso brindarla, pero siempre estuvo presente.
Nuestro Partido inclina sus banderas ante la desaparición física del Compañero Echegaray, pero con plena seguridad de que su consecuencia revolucionaria y compromiso internacionalista será recordado como ejemplo imperecedero por las generaciones actuales y futuras de revolucionarios que aspiran a construir sociedades justas, democráticas y solidarias que avancen hacia el socialismo y el comunismo.

La historia de este insigne comunista data de su formación en la Federación Juvenil donde ocupo en forma disciplinada las más altas responsabilidades, que no solo le fueron reconocidas en su país sino también en el exterior como un internacionalista de primera línea a quien vimos luchando contra el fascismo, el imperialismo yanqui en todos los lugares donde este se manifestaren aplicando la guerra, la destrucción de los pueblos y las rapiñas de sus riquezas.
En este plano, la clase obrera, los campesinos, artesanos, artistas, intelectuales, el pueblo argentino ha perdido uno de sus grandes luchadores, cuya vida queda como ejemplo para la posteridad.
Por muchos años la dirección del Partido Comunista de Argentina y hasta este 9 de Agosto lo ha tenido como su máximo dirigente, en el cual no solo vieron a severo dirigente, sino también al camarada y amigo que no dejo de estar a su lado en los más difíciles momentos.
Nuestro Partido lo consideró siempre como su militante, sus palabras y consejos forman parte de nuestra historia como lo fueron los insignes dirigentes que le precedieron.

The KKE responds to the slanderous lies of Carmelo Suárez’s group (Comentario en español)

The International Relations department of the CC of the KKE issued a statement (commentary) replying to the recent slanderous delirium of the opportunist “Carmelo Suárez faction”. Surpassing all limits, the Suárez faction shamelessly involves a third party (Communist Party of Venezuela) in order to vilify the KKE and the Communist Party of Mexico. 

In a recent article under the title “The declaration of Caracas as a necessity of the historical moment in Venezuela”, the group of C. Suárez unleashes a provocative slanderous attack against the Communist Parties of Greece (KKE) and Mexico (PCM) for not being among the signatories of a random declaration of solidarity towards Venezuela.

However, as the KKE statement points out, the group of Suárez hides the continuous and unwavering internationalist solidarity that Greece’s Communist Party has shown towards the CP of Venezuela and the Venezuelan people. The KKE also slams the opportunist view of Carmelo Suárez’s groups about the “revolutionary process” in Venezuela, reminding that the country’s power remains in the hands of the bourgeoisie and the working class experiences intense exploitation by the capitalists. El KKE ha expresado de manera específica y responsable  su posición sobre los acontecimientos en el PCPE, la erosión oportunista-trotskista del grupo de Carmelo Suárez y sus enormes responsabilidades por la crisis y la división en el PCPE. 
 
Nuestro Partido ha puesto de manifiesto que el intento de calumniar el KKE y el Partido Comunista de México que llevan muchos años apoyando el PCPE, es infundado, ridículo y se basa en mentiras (si alguien se interesa puede leer las posiciones relativas en la dirección http://inter.kke.gr/es/articles/Posicion-del-KKE-sobre-los-acontecimientos-en-el-Partido-Comunista-de-los-Pueblos-de-Espana-PCPE/, http://inter.kke.gr/es/articles/Las-calumnias-no-pasaran/). 
 
Las consideraciones del KKE se confirman día tras día. El delirio que caracteriza las posiciones del grupo de Carmelo Suárez pretende desorientar y retener a los pocos miembros que pueden todavía observar el curso liquidacionista trágico de este grupo. 
 
Puesto que la actitud aventurera de Carmelo Suárez ha superado todos los límites e implica de manera provocadora a un tercer partido con lo que el KKE mantiene relaciones bilaterales desde hace muchos años, relaciones que se han forjado en condiciones muy difíciles, queremos destacar lo siguiente: 
 
Primero: El KKE ha expresado durante todos los años su solidaridad internacionalista, ha ofrecido su ayuda de manera multiforme a los partidos comunistas que la necesitaban y nuestro partido ha recibido solidaridad internacionalista en condiciones difíciles por decenas de partidos comunistas. 
 
El KKE lleva muchos años apoyando la lucha del Partido Comunista de Venezuela y expresando su solidaridad internacionalista. Recientemente, con diversas intervenciones y actos de protesta en la embajada de Venezuela en Atenas  exigió la detención del proceso de ilegalización del partido hermano en Venezuela. 
 
El KKE de cara al 15o Congreso del Partido Comunista de Venezuela envió un cálido mensaje de solidaridad internacionalista, condenando cualquier intervención imperialista y a las fuerzas reaccionarias, y este mensaje también fue silenciado por el grupo de Carmelo Suárez y si alguien se interesa lo puede encontrar en la página http://inter.kke.gr/es/articles/Mensaje-de-Solidaridad-Internacionalista-al-XV-congreso-del-PCV/.

Nuestro partido dejó claro en Caracas que sería preferible utilizar las decenas de mensajes de solidaridad enviados por Partidos Comunistas y Obreros al Congreso del Partido Comunista de Venezuela y no disminuir la solidaridad en un texto con que no podían ponerse de acuerdo todos los partidos comunistas y que sería apoyado por un número de partidos comunistas mucho menor que de los que enviaron un mensaje de saludo. 

 
Segundo: La posición del grupo de Carmelo Suárez sobre “el proceso revolucionario” en Venezuela no tiene nada que ver con la realidad en este país donde el poder está en manos de la burguesía y la clase obrera está experimentando una intensa explotación por parte de los capitalistas, el sistema de explotación y la política de sus administradores. 
 
De hecho (y esto es muy peligroso) esta actitud incrimina el concepto de la revolución y atribuye los problemas del capitalismo y de la crisis capitalista a un “proceso revolucionario” inexistente y por esta razón es de gran importancia dejar claro que los problemas de la clase obrera en Venezuela, así como en otros países de América Latina, no se provocan por la “Revolución” y el “Socialismo” sino por el capitalismo que genera el desempleo y la pobreza. 
 
En caso diferente, se fomentarán ilusiones peligrosas y se socavará la lucha por el socialismo, por la abolición de la explotación del hombre por el hombre. 
 
A estas ilusiones contribuyen las posiciones del grupo de Carmelo Suárez que analiza los acontecimientos con sus lentes trotskistas.

KKE politburo member G.Marinos in Venezuela: “We must walk in the steps of the October Revolution”

In the 15th Congress of the Communist Party of Venezuela (PCV) which took place between 22 and 25th of June in Caracas, the Communist Party of Greece (KKE) was represented by its Political Bureau member Giorgos Marinos and Dimitris Karagiannis, member of the international relations section of the CC and journalist in ‘Rizospastis’. 

 
On June 21st, the PCV organised the 2nd International Ideological Seminar with the subject being “The timeliness of Lenin in the 100 years of the Great Socialist Revolution”, in which 18 Communist and Workers Parties participated.
 
What follows is the speech by Giorgos Marinos, reproduced from inter.kke.gr:
We honour the 100th anniversary of the Great October Socialist Revolution, of the world-historic event of international significance, which demonstrated that capitalism is not invincible. The working class, the leading class of society with its allies have the strength to overthrow capitalism and construct the socialist society.
Whatever the supporters and apologists of capitalism do, they cannot erase the fact that this system has already entered a course of degeneration and decay, is becoming more reactionary and dangerous, is identified with the poverty of millions, with unemployment and capitalist crises.
Whatever the apologists of the system do, they cannot conceal the fact that two world imperialist wars were created by capitalism, as well as hundreds of local and regional wars and today we see the danger of a generalized military conflict.
The persecutions against communists and militant workers cannot stop the forward march of history. Social development does not stop, it is an objective process where the new social relations and the leading classes that express them in the class struggle, the motor force of history, overthrow the old social relations.
However painful the consequences of the counterrevolution are, the Leninist position is still of great importance: “We have made the start. When, at what date and time, and the proletarians of which nation will complete this process is not important. The important thing is that the ice has been broken; the road is open, the way has been shown.”
We struggle in the conditions of monopoly capitalism, imperialism, with its basic characteristic being the dominance of the monopolies, which are the product of the concentration and centralization of capital.
At the end of the 19th century, Marx and Engels had already noted in Capital that the “centralization of the means of production and socialization of labour at last reach a point where they become incompatible with their capitalist integument. Thus integument is burst asunder. The knell of capitalist private property sounds. The expropriators are expropriated.”
This is the great necessity. The abolition of private capitalist ownership that negates the potential for all the workers to live in conditions that correspond to their increasing human needs, with work, free time, housing, high level exclusively public and free education, health, welfare, culture, sports.
The necessity of socialism flows from the sharpening of the basic contradiction of system, the contradiction between the social character of production and labour and the capitalist appropriation of the results. Our era is the era of transition from capitalism to socialism and this has historical and international dimensions.
However, as the experience from the class struggle teaches us, despite the fact that the material conditions for the new society mature under capitalism, for there to be a change of system there must be a socialist revolution.
This revolution requires the creation of a revolutionary situation that is defined according to Lenin by the following factors:
  • Those “above” (the ruling class of the capitalists) cannot govern and run the administration as they did in the past.
  • Those “below” (the working class and the popular strata) do not want to live as they did in the past.
  • An extraordinary rise in the activity of masses is observed.
The appearance of such a favourable situation has an objective character, but each revolutionary situation must be combined with the revolutionary uprising of the working class, led by the CP, its conscious vanguard, which must be equipped with the Marxist-Leninist worldview and be capable of leading the socialist revolution.
Despite the fact that it cannot be predicted when and how the revolutionary situation will manifest itself, historical experience highlighted the manifestation of a deep and synchronized capitalist crisis, combined with the outbreak of an imperialist war as being important factors.
The course of the Bolsheviks to the victorious October revolution passed through the “fire” of the harsh persecutions of the Tsarist absolutist state, of the strike and other tough conflicts connected to the revolution of 1905, which despite its defeat was a trial that contributed to the preparation of the oppressed for the victory of the revolution.
The Soviets were born in the revolution of 1905, the seeds of workers’ power.
In this period, Lenin assessed that the revolution should establish a temporary revolutionary government, the “democratic dictatorship of the proletariat and peasantry”, for the convening of the constituent assembly, universal voting rights, agricultural reforms etc. This power would eradicate the vestiges of Tsarism and would spark the proletarian revolution in the advanced capitalist Western Europe.
The entrance of Russia in the 1st World War sharpened the social contradictions. The defeats of the Russian army at the front, the loss of territories caused significant discontent, not only amongst the workers and peasants who were suffering due to the destruction of war, but also amongst the bourgeois class of Russia.
The plans of the bourgeoisie to overthrow the Tsar were combined with major popular mobilizations and strikes, which were carried out in February 1917, as a result of the rapid intensification of the social problems. The formation of a revolutionary situation, the mass political activity of the workers and peasants organized in the Soviets, the disintegration of the army, led in the end to the revolutionary overthrow of the Tsar.
The Provisional Democratic Government was established by representatives of the bourgeois liberal parties of Russia and constituted an organ of bourgeois power. At the same time,however, the mass political struggle of the workers and peasants brought to the surface the organization of the armed masses that participated in the overthrow of the Tsar via the Soviets.
The Mensheviks and the SRs dominated the Soviets in this period and supported the Provisional Democratic Government. This situation was characterized by Lenin as being “dual power”.
Lenin studied the February revolution, assessed that power had passed into the hands of the bourgeois class and that the bourgeois-democratic revolution had been completed and with the “April Theses” he adjusted the strategy of the Bolsheviks for the overthrow of bourgeois power and the socialist revolution.
The adaptation of the tactics, the slogans to the needs of strategy and of the revolutionary struggle led Lenin to withdraw the slogan “All power to the Soviets” in July 1917, when the repression of the Provisional Government had escalated and brought it back in September when the Bolsheviks had won the majority in the Soviets of Moscow and Petrograd, giving it new content, as a slogan for the overthrow of the Provisional Government and the revolutionary uprising.
The decisiveness of Lenin and those from the leadership of the Bolsheviks who supported his positions led in the end to the victorious socialist revolution on October 25 (November 7, according to the new calendar) 1917.
We must underline the decisive importance of the important events and political choices, such as:
  • The separation of the Bolsheviks from the Mensheviks at the 2nd Congress (1903), the formation of a separate party (1912), the intense constant struggle against opportunism.
  • The systematic theoretical efforts for the development of the strategic view of the Bolshevik party for the socialist revolution that matured in the difficult conditions of the 1905-1917 period.
  • The tireless efforts for the preparation of the subjective factor, the party, the working class and its allies.
  • The consistent communist stance against imperialist war and the tireless struggle against the bourgeois class in all conditions.
  • The prediction of the changes in the correlation of forces and the correct decisions gave the Bolsheviks the initiative.
A decisive contribution for the formation of the strategy of the socialist revolution was provided by the study of capitalism in Tsarist Russia, of the characteristics of monopoly capitalism-imperialism (in the work “Imperialism, the highest stage of capitalism”), of the stance towards the bourgeois state and the character of workers’ power, i.e. the dictatorship of the proletariat (“State and Revolution”) and other valuable works.
These elaborations highlighted the potential for the socialization of the concentrated means of production in the era of monopoly capitalism and also the potential created by uneven economic-political development and the sharpening of the inter-imperialist contradictions in order for the weakest link in the imperialist chain to break and for the efforts for socialist construction in one country or in a group of countries to begin.
Soviet power paved the way for the abolition of capitalist relations of production and this was what dealt with the intense problems of the workers (land, bread, peace) and not bourgeois power or some form of “intermediate” power, which in reality cannot exist.

The October Revolution confirmed the leading role of the revolutionary communist party, the need to rally the working class against the power of capital, the need to draw the poor peasantry and the other middle strata to the revolution, and to render other sections neutral. The historically outdated and reactionary character of the bourgeois class, the necessity of not participating or supporting a government in the framework of capitalism, the non-existence of transitional forms of power between capitalism and socialism, the need to smash the bourgeois state.
The October Revolution led to the building of another superior society, with as its basic characteristic the abolition of the exploitation of man by man.
The right to work and the eradication of unemployment were secured in the USSR. The foundations were laid for the abolition of discrimination against women. Science developed very rapidly. Free education at all levels, free high-quality health-care for all the people, and universal access to culture and sports were ensured. Institutions were created that would safeguard the substantial participation of the workers in building the new society.
This was a historically significant leap in conditions of the backwardness of pre-revolutionary Russia in comparison to the powerful capitalist states, in conditions of imperialist encirclement and pressure, with the grave consequences from the 1st and 2nd World Wars, in the latter the USSR made the decisive contribution to the defeat of fascism, with 20 million dead and enormous material destruction.
Socialist construction in the USSR was not free of problems. Until the Second World War, in the USSR the struggle for the development of the communist relations of production, the abolition of wage labour and the dominance of the socialized sector of production on the basis of Central Planning was generally successful.
After the Second World War, socialist construction faced new challenges and demands that were interpreted as inevitable weaknesses existing in the nature of central planning and not as a result of the contradictions of the survival of the old, as a result of the mistakes of the non-scientifically elaborated plan.
Thus, instead of seeking a solution towards the invigoration and expansion of the communist relations of production and distribution, it was sought backwards, i.e. in the exploitation of tools and production relations of capitalism. The solution was sought in the expansion of the market, in “market socialism”.
The 20th CPSU Congress (1956) stands out as a turning point because in that, with the vehicle being the so-called “personality cult”, a series of opportunist positions were adopted on the issues of the communist movement strategy, while the central management of the economy was weakened.
A few years later, beginning with the so-called “Kosygin reforms” (1965), the bourgeois category of “business profit” of each individual production unit was adopted and the wages of managers and workers were linked to it.
The individual interest was strengthened at the expense of the social interest and the communist consciousness was damaged. The so-called “shadow capital” emerged that sought its legal function as capital in production, the restoration of capitalism. Its (the capital’s) owners constituted the driving force of the counter-revolution.
In about the same period, the Marxist-Leninist perception about the workers’ state was also revised. The 22nd Congress of the CPSU (1961) described the USSR state as an “all-people’s” state and the CPSU as an “all-people’s party”.These positions led to the mutation of the revolutionary characteristics and social composition of the party. The transformation of the CPSU’s opportunist degeneration into an open counter-revolutionary force was manifested by the policy of “Perestroika” and “Glasnost”.
The KKE tried all these years to study the contemporary developments, to draw conclusions from the historical experience of the class struggle in Greece and internationally and, at the same time, to deepen and expand its militant ties with the working class and the popular strata. It tries not to detach the daily struggle from the main revolutionary political task of overthrowing the power of capital
he KKE has charted a modern revolutionary strategy increases its ability to organize leading sites of resistance and counterattack in every sector of the economy, every large workplace, in every region of the country,with an anti-capitalist/anti-monopoly line of struggle, to prepare the working class and people in the instance of an imperialist war.
The ideological-political and organizational strengthening of the KKE, which was an important issue at the recent 20th Congress of the Party, constitutes a prerequisite for the promotion of its revolutionary policy.
An integral part of the KKE’s contemporary strategy is its programmatic perception on the socialist character of the revolution. Socialist construction begins with the revolutionary conquest of power by the working class. The workers’ state, the dictatorship of the proletariat, is an instrument of the working class in the class struggle which continues in socialism with other forms and means. It is utilized for the planned development of the new social relations, which presupposes the suppression of the counter-revolutionary efforts, but also the development of the communist consciousness of the working class. The qualitatively new feature of workers’ power is the transformation of the workplace into the core of society’s organization.
The Programme of the KKE states:
The concentrated means of production are socialized, but initially there remain forms of individual and group ownership that constitute the basis for the existence of commodity-money relation. Forms of productive cooperatives are formed, where the level of the forces of production still does not allow the socialization of the means of production. The forms of group ownership consist a transitional form of ownership, between the private and the social one, and not an immature form of communist relations.
On the basis of social ownership of the centralized means of production, the central planning of the economy develops as a communist relation that connects all the producers.
At the same time, the KKE struggles for the regroupment of the international communist movement, according to the principles of proletarian internationalism, the internationalist solidarity of the people against capitalism and imperialist war, which is expressed in the slogan “Workers of all countries unite!”.Its supports the efforts for the creation of a distinct pole based on the principles of Marxism-Leninism , through the “International Communist Review” and the European Communist Initiative.
The study of the experience of the October Revolution and the events that will be held will be effective to the extent that the communist movement stands up and fights against the negative correlation of forces, examining in a strict way and changing the line of intermediate stages and the so-called leftwing governments. This step will contribute decisively to the adaptation of the strategy of the CPs to the character of our era, the era of the transition from capitalism to socialism, which also determines the socialist character of the revolution.
The struggle for the revolutionary overthrow of capitalism, for the socialist revolution must leave its imprint on the everyday activity, political line of every CP so that they play the leading role in organizing the working class, to preparing it to meet the challenges of the class struggle.
This year, 100 years after the Great October Revolution, we must intensify our efforts to strengthen the struggle for the revolutionary regroupment of the international communist movement.
The October Revolution, the construction of socialism in the USSR and the painful experience from the counterrevolution highlights the need for a revolutionary strategy and the strict observance of the laws of socialist construction, for workers’ power, the socialization of the means of production, central planning and workers’-social control. This is the basis for the abolition of the exploitation of man by man, in opposition to the caricatures and arbitrary fantasies about “21st Century Socialism” and “Market Socialism” which are features of the counterrevolution and function within the the framework of capitalism.
The communist movement has a great history and has made a significant contribution to the abolition of exploitation and today must learn from history, must be guided by our worldview and what Marx and Engels wrote in 1848 remains very relevant:
“The Communists disdain to conceal their views and aims. They openly declare that their ends can be attained only by the forcible overthrow of all existing social conditions. Let the ruling classes tremble at a Communistic revolution. The proletarians have nothing to lose but their chains. They have a world to win. Workers of All Countries, Unite!”
 
We thank the CP of Venezuela and we wish it every success in its Congress. The KKE has always stood unwaveringly at the side of the CP of Venezuela and continues on this path. Our party denounces the imperialist interventions and expresses its internationalist solidarity with the working class, the people of Venezuela and the other countries of Latin America. The interests of the working class lie in strengthening its struggle against the bourgeois class and the capitalist shackles, in fighting for worker’s power and to become the owners of the wealth they produce, in constructing socialism-communism.

The KKE expresses the warmest comradely greetings of the Greek communists to the 15th National Congress of the PCV .
Our parties all these years have developed very close, bilateral comradely relations of cooperation. We have met together in the efforts to overcome the difficulties, for the theoretical and ideological regroupment of the international communist movement, the reinforcement of Marxist-Leninist orientation in its ranks, for the creation and publication of the International Communist Review. We have waged battles together to defend the communist identity of the IMCWP and to preserve its communist characteristics. We have devoted significant forces to developing the anti-imperialist struggle and solidarity, to strengthening the international anti-imperialist organizations.
The KKE supported and decisively supports the PCV and the struggle it is waging in very complex and difficult conditions. It is our conviction that the strengthening of the PCV corresponds to the immediate and long-term interests of the working class and poor popular strata of Venezuela and we wish every success to your 15th Congress.
Dear comrades,
Truly, your congress is being held in a complex and difficult period. Capitalist barbarity, the intensification of the inter-imperialist contradictions, of the antagonisms between capitalist powers and alliances pose serious challenges for the communists. Capitalism in its imperialist stage has nothing to offer the peoples apart from exploitation, poverty, wars and misery.
The capitalist path of development in all countries inevitably is accompanied by capitalist crises, and these crises refute the false expectations the popular masses had that there could be a pro-people political line and that the peoples needs could be satisfied by the forces of social-democracy, in the form of the so-called left or progressive governments. The outbreak of the crisis and the needs of capital for the increase of profitability has led then to carry out a full-scale offensive against the working class, to abolish fundamental labour, social rights that had been won by the struggle of the workers’-people’s masses, the class struggle.
The experience from the anti-people political line of the SYRIZA-ANEL government in Greece stresses the characteristic role of social-democracy that is supported by big capital and the imperialist unions in order to impose harsh anti-people measures.
The ruling class in our country utilizes the developments in Venezuela and more generally in Latin America to sow confusion and disorientation, to blur the socialist perspective. However, what is in crisis is not socialism and Marxism-Leninism, but capitalism, and the dead-end positions of the so-called “21st Century Socialism” that operates in the framework of the exploitative system.
We honour the 100th anniversary of the world-historic event of the Great October Revolution and we believe that this year and the years to follow can be utilized for the defense of the historical truth, of the achievements of socialism and the irreplaceable contribution of the USSR in the struggle of the peoples all over the world.
The lessons of the October Socialist Revolution constitute a solid base for valuable lessons to be drawn which will strengthen the struggle of the communists, the labour movement, for the defense and utilization of the scientific positions of Marxism-Leninism in opposition to bourgeois ideology and opportunism.
The study of the experience of the October Revolution can contribute positively so that a substantial discussion can begin about how the International Communist Movement will overcome contradictions and difficulties that are created by the strategy of intermediate stages inherited from previous eras. A decisive step forwards must be taken so that the strategy of the international communist movement corresponds to the character of our era, an era of the transition from capitalism to socialism, the struggle for socialism must mark the daily activity of communists, their leading activity to organize the struggle of the working class regarding all its problems.

Our party denounces the imperialist interventions and expresses its internationalist solidarity with the working class, the people of Venezuela and the other countries of Latin America. Durante todos estos años nuestros partidos han ido desarrollando relaciones camaraderiles bilaterales de cooperación muy estrechas. Hemos unido nuestros esfuerzos para superar las dificultades, para el reagrupamiento teórico e ideológico del movimiento comunista internacional, el fortalecimiento de la orientación marxista-leninista en su seno, la creación y la publicación de la Revista Comunista Internacional. Hemos luchado juntos para defender la identidad comunista, para preservar las características comunistas de los Encuentros Internacionales de Partidos Comunistas y Obreros. Hemos dispuesto significativas fuerzas en el desarrollo de la lucha antiimperialista y de la solidaridad, en el fortalecimiento de las organizaciones antiimperialistas internacionales.
El KKE ha apoyado y sigue apoyando decisivamente el Partido Comunista de Venezuela y la lucha que desarrolla en condiciones muy complejas y difíciles. Efectivamente, su Congreso se celebra en un período complejo y difícil. La barbarie capitalista, la intensificación de las contradicciones interimperialistas, de los antagonismos entre las potencias y las alianzas capitalistas plantean serios desafíos para los comunistas. El capitalismo en su fase imperialista no tiene nada que ofrecer a los pueblos más allá de la explotación, la pobreza, las guerras y la miseria.
El camino de desarrollo capitalista en todos los países se acompaña inevitablemente por una fase de crisis capitalista y su desarrollo refuta las expectativas fraudulentas de las masas populares de que pudiera existir una política favorable al pueblo y que se pudieran satisfacer las necesidades populares por las fuerzas de la socialdemocracia utilizando como vehículo los llamados gobiernos de izquierda o progresistas. La manifestación de la crisis y las necesidades del capital para aumentar su rentabilidad han dado lugar a un ataque general contra la clase obrera, han llevado a la abolición de derechos laborales y sociales fundamentales que se habían conquistado a través de la lucha de las masas obreras y populares, la lucha de clases.
La experiencia de la política antipopular del gobierno de SYRIZA-ANEL en Grecia destaca particularmente el papel de la socialdemocracia que tiene el apoyo del gran capital y de las uniones imperialistas para imponer duras medidas antipopulares contra los pueblos.
La clase dominante en nuestro país utiliza los acontecimientos en Venezuela y en general en América Latina para crear confusión y desorientar, para nublar la perspectiva socialista. Sin embargo, lo que está en crisis no es el Socialismo, ni el Marxismo-Leninismo, sino el capitalismo y las posiciones sin salida del llamado “Socialismo del siglo XXI” que opera en el marco del sistema de explotación.
Rendimos honor al centenario del acontecimiento histórico de la Gran Revolución de Octubre y consideramos que este año y los años siguientes se puede utilizar para defender la verdad histórica, las conquistas del socialismo y la contribución irreemplazable de la URSS en la lucha de los pueblos en todo el mundo.
Las enseñanzas de la Revolución Socialista de Octubre son una base sólida para sacar conclusiones valiosas que fortalecerán la lucha de los comunistas, del movimiento obrero, para defender y utilizar las posiciones científicas del Marxismo-Leninismo contra la ideología burguesa y el oportunismo.

Open letter by the Communist Party of Venezuela: Defeat the Coup Against the Bolivarian Republic

An open letter to the people, from the Communist Party of Venezuela (PCV).
 
To our compatriot Nicolas Maduro, President of the Republic; to the working class and working people of the city and countryside; to the patriotic officers, classes, and soldiers of the National Bolivarian Armed Forces; to the national leadership and militancy of the political parties and popular organisations of the Great Patriotic Pole, including the United Socialist Party.
The Bolivarian Republic of Venezuela finds itself threatened yet again by acts of political violence from sectors of the extreme right as part of the execution of a destabilising plan elaborated by North American imperialism.
This plan has as its objective the imposition through force and blackmail of a government which would work to maintain US hegemony throughout the continent, taking apart the processes of national liberation which begun across Latin America at the start of this century, and turning back progressive advances which have allowed the working class and the people in general to establish rights and social advances which were historically denied them by governments which responded absolutely to the interests of the bourgeoisie, which in itself acted as a subordinate to North American imperialism.
On this occasion the aggressive escalation against our people by those actors of the oligarchy and extreme right is much greater.
Apart from the anti-popular violent acts resulting in the creation of shortages and the high cost of living, terrorist acts have been seen in various cities across the country in recent weeks.
These acts have been accompanied by a national and international propaganda war which looks to sew confusion and instigate confrontation between nations, creating a state of chaos and violence which only favours a bloody resolution of the political crisis, be it through a coup or a direct intervention by North American imperialism and the international institutions at its beck and call.
The Venezuelan extreme right, following instructions from US imperialism and with its direct financing, does not control itself in its crimes of violence and provocation.
With such objectives in mind, the pro-US right are pressuring military officers with diverse forces of blackmail and manipulation.
We call on the patriotic soldiers and officers to not cede to these unpatriotic terrorists and to take up the cause of the defence of our national sovereignty and our independence and the security of our people without hesitation and with complete commitment.
For us, the Venezuelan communists, it is clear that what is happening is the sharpening of the class struggle in its political form — the heightening of the struggle for power. The forces which represent the interests of European and North American great monopoly capital are attempting to take over control of Venezuela and all Latin America by defeating and vanquishing the social and political sectors which offer resistance to such objectives.
In light of the dangerous terrorist escalation, which is putting our national sovereignty, independence, and the gains of the working people at risk, we call for a unified, forceful, and coherent response. It is necessary to mobilise without delay the widest possible anti-imperialist alliance to defeat the anti-democratic terrorist plans.
We urgently need the central government, the parties of the Great Patriotic Pole, the forces of the popular and working-class movement, and the patriotic command of the armed forces to work together.
It is necessary to develop a popular and patriotic plan to defeat the pro-imperialist and terrorist extreme right. To not do so would be to act with irresponsibility and, in reality, to hand oneself over without a fight.
The true revolutionaries do not hand ourselves over, we fight united until we succeed.
The Venezuelan working class needs that the sectors of the petit-bourgeoisie which currently hold hegemonic power in the national executive, the other powers of state and parties of government, immediately abandon all sectarian and selfish conduct which has only weakened the Bolivarian process and effectively works in favour of the enemies’ plans.
The Communist Party of Venezuela has insisted for many years for the need for a collective and unified national leadership of this Bolivarian process of changes, but the petit-bourgeoisie groupings which have exercised hegemonic control over the government have not paid attention to these calls and proposals.
Hence, in the current context we insist on unity of action of all the political and social forces willing to defend the nation against the imperialist enemy and their puppets.
However also, in the context of a wavering and inconsequent petit-bourgeoisie in power, we call upon the most conscientious and combative sectors of the popular and workers’ movements, the peasantry, the middle strata, the revolutionary intellectuals and the patriotic officers to forge a block of forces which will lead the wide patriotic and anti-imperialist alliance so as to halt the seditious plans of the pro-US right and also so as to displace the reformist-appeasement sectors which, from positions of government, tend to favour the sectors of the big bourgeoisie and form pacts with social democratic elements of the right wing.
Only an ample, popular unity, led by the organised and conscientious working class can guarantee the defence of the Bolivarian nation and the deepening of the revolutionary changes towards the real construction of socialism on scientific and committed foundations.
Peace is won by defeating fascism.

Venezuela: ¡No a la ilegalización del PCV! Solidarity with the Communist Party of Venezuela

Dear comrades,

Receive classist and revolutionary greetings from the Central Committee of the Communist Party of Venezuela (PCV), as we call on your attention to offer you an explanation on the threat of illegalization that currently weighs on our Party for the fourth time during our 86 years of struggles.

For more than a year, both publicly and in private meetings, PCV has stated repeatedly that it will not submit itself to the stipulations set forth by the Rules for the Renewal of Enrollment Lists of Members of Organizations for National Political Purposes. These new Rules, issued on March 4th, 2016, by the National Elections Council (CNE for its Spanish initials), contain some terms and conditions which had never been applied before, which are unacceptable to the dignity and safety of a revolutionary organization and its members, and which overstep the current legal framework.

According to the new procedures established by these Rules, it is now mandatory that the membership of all parties must register directly with CNE, distorting the legally and historically established relationship between the electoral authorities and the political parties, and between these and their respective members. This not only goes against the Statutes and organic principles of PCV as a party of cadres, but also creates a situation potentially dangerous to the internal life of our organization, since if tens, hundreds or thousands of people who are not really members of our Party, get registered as such by CNE, then these may claim the right to participate in internal decisions and debates, including the election of our leadership and candidates.

Also, the Rules provide for open and public access, through the CNE website, to the personal data of those who register as members of each party, which violates the right of citizens to maintain privacy about their political choices, and weakens the principle of secret vote. This, in turn, puts at risk the personal security and employment stability of Communists and other left-leaning militants, since neo-fascists and public and private employers will be able to access this information and use it to identify and attack revolutionaries. Moreover, the new Rules issued in 2016, compared to the old ones of 2011, not only reduced from six months to 14 hours the period for registration of enrollment lists, but also established equal procedures and requirements for the parties that did not take part in the previous two elections and those, like ours, that did participate.
After the publication of these Rules, the Political Bureau of the Central Committee of PCV sent on June 10th, 2016, a letter to CNE explaining our objections and proposing amendments, but the electoral authorities never replied, thus disregarding their constitutional duty to provide «a timely and adequate response» to any proper request by the citizenry (Article 51 of the National Constitution); this also demonstrates the lack of political will that has prevailed within CNE to seek a solution to this situation.
For more than fourteen months, there have been several bilateral meetings and exchanges with senior Government officials, as well as broader meetings between representatives of the different parties that make up the «Simón Bolívar» Great Patriotic Pole and drive the Bolivarian process, including leaders of the United Socialist Party of Venezuela (PSUV). In all of those opportunities, PCV has expressed our objections to the Rules issued by CNE, objections which were shared by the majority of the parties therein. However, while some national leaders of PSUV have expressed their «concern» about this matter, others have publicly stated that the «renewal» process is legal and should be carried out by CNE as established; therefore, the official position of the party in Government still remains unclear.
Earlier this year, it became evident that CNE was getting ready to enforce the process of «renewal» under these opprobrious Rules, shielding itself behind the Law on Political Parties, Public Meetings and Demonstrations, which dates back to 1965 when it was enacted during the most repressive moment of the «Puntofijista» regime as part of its efforts to police and control leftist parties. This Law, despite an amendment in 2010, still maintains its repressive contents and nature, and thus clashes with the principles and postulates of the National Constitution of 1999, especially with regards to the promotion of people’s participation, activism and control over public administration.
Therefore, on February 16th, 2017, PCV filed at the Constitutional Court of the Supreme Tribunal of Justice (TSJ for its Spanish initials) an appeal for the annulment of Article 25 of the Law on Political Parties, which establishes the requirement of «renewal» of political parties, on the grounds that such a requirement is unconstitutional. At the same time, our Party also requested precautionary measures to suspend the process of «renewal», which nevertheless was started by CNE on March 4th.
Almost two months have elapsed since PCV filed the appeal in the TSJ, and more than a month since CNE started the process of «renewal», and still the Constitutional Court has not made any decision neither on our request of precautionary measures nor on the merits of our appeal. This is a violation of the constitutional principle that establishes the right «to obtain promptly the relevant decision» from the courts (Article 26 of the National Constitution).
According to the schedule announced by CNE for the «renewal» process, PCV is due on May 20th and 21st; PCV will not participate and will not recognize as its members any people who may register as such during those days. Between July 9th and 19th, the final report on the results of the process will be announced; CNE has already asserted that any party that is not «renewed» by then will be «canceled» (such is the wording in the Law), and therefore will lose its legal status and entity, with all the implications that this entails.
This would outlaw the main, oldest and most persistent instrument for the struggle of the Venezuelan working class and people against imperialist domination and capitalist exploitation. Such a threat takes place in the midst of a severe crisis of the extractionist and dependent capitalist model of our country; an increase in the interventionist policies of imperialism against the moral reference that the Bolivarian process still represents; and a sharpening of class contradictions and of the struggle for power between the pro-imperialist right-wing bloc and the forces that support the Government, and even within each of these blocs.
In this context, the Central Committee of PCV proposes to the Communist, Workers and Revolutionary Parties of the World that they consider the possibility of participating in the campaign «No to the illegalization of PCV!», thus expressing the opinion of the international Communist and anti-imperialist movement in support of PCV and for the protection of the rights and constitutional guarantees of our Party. We suggest that this opportunity be used also for the denunciation of imperialist interference against the sovereignty and self-determination of the Venezuelan people.

¡NO A LA ILEGALIZACIÓN DEL PCV!

Queridos camaradas, 
Reciban un clasista y revolucionario saludo del Comité Central del Partido Comunista de Venezuela (PCV), en ocasión de dirigirnos a ustedes para alertarles y explicarles acerca de la amenaza de ilegalización que pesa sobre el PCV por cuarta vez en sus 86 años de lucha. 
Durante más de un año, públicamente y en reuniones cerradas, el PCV ha expresado y ratificado que no se someterá a las «Normas para la renovación de nóminas de inscritos de las organizaciones con fines políticos nacionales» –establecidas el 4 de marzo de 2016 por el Consejo Nacional Electoral (CNE)–, por cuanto éstas contienen parámetros que nunca se habían aplicado anteriormente y que son inaceptables para la dignidad y seguridad de una organización revolucionaria y de su militancia, además de que extralimitan el marco legal vigente. 
Entre los nuevos parámetros de estas «normas», se impone que la militancia de los partidos ahora debe registrarse directamente ante el CNE, desnaturalizando la relación establecida legal e históricamente del Poder Electoral con los partidos políticos y de éstos con sus respectivas militancias; lo cual no sólo contraviene los Estatutos y principios orgánicos del PCV como partido de cuadros, sino que, además, constituye un peligro para el funcionamiento interno de la organización, ya que si decenas, cientos o miles de personas que no sean realmente militantes de nuestro partido se registran como tales en el CNE, posteriormente podrán reclamar el derecho a participar en la elección de los órganos dirigentes y de las candidaturas del PCV. Además, las «normas» prevén el acceso público, a través del sitio Web del CNE, a los datos de quienes se registren, lo cual violenta el derecho de toda persona a resguardar su opción política, debilita el principio del secreto del voto, y pone en riesgo la seguridad personal y la estabilidad laboral de la militancia comunista y de izquierda, ya que la derecha neofascista y los patronos públicos y privados podrán acceder a esta información y arremeter contra las y los revolucionarios. Por si fuera poco, las «normas» de 2016, en comparación con las de 2011, además de reducir de seis meses a 14 horas el lapso para el registro de la nómina, equiparó los procedimientos y requisitos para los partidos que no participaron en las últimas dos elecciones y los que sí participamos. 
Tras la publicación de estas «normas», el Buró Político del CC del PCV consignó una comunicación al CNE, el 10 de junio de 2016, con sus objeciones y propuestas de modificación; pero nunca fue respondida por el ente electoral, lo cual –además de constituir un incumplimiento de la obligatoriedad constitucional a brindar una “oportuna y adecuada respuesta.” (artículo 51)– evidencia la falta de voluntad política que ha prevalecido en el CNE para buscar una solución a la situación planteada. 
A lo largo de más de 14 meses, se han realizado múltiples reuniones bilaterales e intercambios con altos funcionarios del Gobierno y reuniones amplias entre representantes de los partidos que integramos el Gran Polo Patriótico «Simón Bolívar» y que impulsamos el proceso bolivariano, incluidos dirigentes del PSUV; en todas ellas el PCV ha expresado sus observaciones a las «normas» del CNE para la “renovación”, las cuales son compartidas por la casi totalidad de estos partidos. Sin embargo, mientras algunos dirigentes nacionales del PSUV han expresado “comprensión” sobre el tema, otros han declarado públicamente que el proceso del CNE está apegado a derecho y que debe ejecutarse tal como está establecido; por lo que no se ha definido claramente cuál es la posición oficial del partido de Gobierno. 
A principios de este año ya se veía inminente que el CNE impondría el proceso de “renovación” con esas «normas» abusivas, escudándose en la pre-constitucional Ley de partidos políticos, reuniones públicas y manifestaciones –que continúa aplicándose a pesar de que data de 1965, como parte de la política policial de control a los partidos de izquierda en el momento más represivo del régimen puntofijista, y que, a pesar de una «reforma parcial» en 2010, mantuvo su contenido y carácter restrictivo, no adaptándose a los principios y postulados de la Constitución de 1999, especialmente en lo relativo a la promoción de la participación, protagonismo y control popular en la gestión pública–. 
Por ello, el PCV introdujo, el pasado 16 de febrero, en la Sala Constitucional del Tribunal Supremo de Justicia (TSJ), un recurso de nulidad por inconstitucionalidad del artículo 25 de la ley de partidos políticos –que es el que establece la “renovación”– y en dicho escrito también solicitó medidas cautelares para que se suspendiera provisionalmente el proceso de “renovación” adelantado por el CNE, el cual inició el pasado 4 de marzo. 
Han transcurrido casi dos meses desde que el PCV introdujo el recurso en el TSJ y más de un mes desde que el CNE inició el proceso de “renovación”, sin que la Sala Constitucional del máximo órgano rector del Poder Judicial haya emitido decisión sobre las medidas cautelares ni sobre el fondo del petitorio, a pesar del postulado constitucional que consagra el derecho “a obtener con prontitud la decisión correspondiente” de los órganos de administración de justicia (artículo 26). Según el cronograma del CNE para el proceso de “renovación”, al PCV le corresponde el 20 y 21 de mayo, entendiéndose que el PCV no reconocerá como militante a ninguna persona que se registre esos días; y, del 9 al 19 de julio se dará a conocer el informe final de este proceso, ya habiendo expresado el CNE que el partido que no se “renueve” será “cancelado” –que es el término empleado por la ley–, por ende, perderá su estatus legal y su personalidad jurídica, con todas las implicaciones que esto conlleva. 
Estas acciones, que amenazan con ilegalizar al principal, histórico y más consecuente instrumento de lucha de la clase obrera y del pueblo trabajador venezolano contra la dominación imperialista y la explotación capitalista, se produce en una coyuntura de crisis del modelo capitalista rentista y dependiente de nuestro país, de incremento de la política intervencionista del imperialismo contra el referente moral que sigue siendo el proceso bolivariano, y de agudización de las contradicciones clase y de lucha por el poder entre el bloque de fuerzas de la derecha pro-imperialista y el bloque de las fuerzas que respaldamos al Gobierno, y más aún a lo interno de estos bloques. 
En este contexto, el Comité Central del PCV plantea a los Partidos Comunistas, Obreros y Revolucionarios del mundo, que consideren asumir la Campaña «¡No a la ilegalización del PCV!», manifestando la posición del movimiento comunista y antiimperialista internacional en apoyo al PCV y a que se respeten sus derechos y las garantías constitucionales; al tiempo que se ratifique la denuncia del injerencismo imperialista que atenta contra la soberanía y autodeterminación del pueblo venezolano.
